Sprint boundaries

Reserved capacity does not remove project dependencies.

A sprint reserves FabProz capacity, but completion may still depend on materials, approvals, outside vendors, shipping, access, site conditions, or third-party inspections.

The proposal will state the included capacity, expected outcome, assumptions, and any known dependencies.
